Simply visit the resident portal link above, create an account, choose your application type, and follow the step-by-step instructions to submit your application. Monitor progress and complete additional steps as requested through the web app. The system also securely processes payments and issues final documentation digitally. At this time, the borough office will still provide and accept paper applications and in-person payments.

While we are excited to release this to the public, we also understand that with the rollout of any new technology issues may come up. We ask that any issues with the web app be communicated via our “File a Complaint” link on the homepage. This will allow us to track and troubleshoot issues as they come up and work directly with the affected user.

This is just one more step towards our goal of transparent, efficient, and effective government.

Freeland YMCA Letter of Intent – Freeland Public Park

📢 Discussion on YMCA Letter of Intent – Freeland Borough Park

There has been a lot of discussion online and in the community about the YMCA’s Letter of Intent (LINK TO DOCUMENT) involving a portion of Freeland Borough Park. We want to set the record straight with the facts, and also encourage residents to bring their questions and perspectives to our public meetings, where community input is an important part of the decision-making process:

1️⃣ Timeline & What Happened at the Meeting

  • On August 21, 2025, the Borough received a Letter of Intent from the Greater Wyoming Valley YMCA.
  • The letter requested to purchase approximately 0.69 acres of the Borough park (Front & Sabol Streets) for a nominal price of $1.
  • The matter was on the agenda for discussion at the work session and council meeting that evening.
  • Before Council could discuss or vote, the Solicitor advised that an independent appraisal of the land must first be completed.
  • As a result, no vote was taken and no decision has been made on whether to move forward.

2️⃣ What the YMCA Proposed in Writing (LOI)

  • A non-binding letter of intent requesting purchase of ~0.69 acres (image shows proposed tract).
  • A proposed purchase price of $1.00.
  • YMCA would assume costs for subdivision, legal, and transfer expenses.
  • YMCA stated its intent is to expand childcare and youth development programs and revitalize the Freeland YMCA facility, citing over $1.1 million in grants and donations recently invested into the Freeland branch.

3️⃣ What Was Not on the Table August 21

  • Council was not voting to sell the land for $1 that night.
  • The only possible vote would have been whether to express interest in moving forward with the process or to decline outright.
  • Based on the Solicitor’s direction (appraisal first), Council could not and did not act on the YMCA’s request.

4️⃣ Legal Protections

  • Our Solicitor reviews these matters to ensure full compliance with all applicable laws and regulations.

5️⃣ Next Steps

  • The Borough will first discuss obtaining an independent appraisal to determine the fair market value of the land.
  • No land can be sold or transferred without legal review.

Bottom Line:
The YMCA submitted a non-binding request to buy a portion of the park for $1. Borough Council has not approved any sale. Borough Council has not made a decision to move forward with the process. This matter will be discussed at our next Work Session on September 18th at 5:00 PM.

Borough Office Closed

The borough office will is now closed for the day and will not reopen until March 31st. We apologize for any inconvenience. The drop box will still be tended each weekday, so if you need to pay a bill simply drop it in the box located on the right door of the main entrance at 526 Fern St. It is clearly marked. Or, you can pay your bills online here: https://freelandborough.org/make-a-payment/

This does not affect the Freeland Police Department. As a reminder, their entry is on the opposite side of the building. The easiest way to access it is to walk along the South St. side of the building and you’ll find the entrance to the police department halfway down the west side of the building.

Reverse Snow Ban in Effect

The winter event is over and we have begun the reverse snow ban at this time!

After 8am on the day FOLLOWING the date of the storm AND AFTER snow removal/salting operations are complete on the odd side, parking is PROHIBITED on the EVEN SIDE of the streets until snow removal operations have been completed and the ban is cancelled. This is referred to as the REVERSE SNOW BAN, and we generally announce when the streets crew is ready to clear the opposite side.

Freeland Community Celebrates Go Joe 27

The Freeland community came together this morning to support the Go Joe 27 event, raising over $1,150 for St. Joseph’s Center. This year’s theme, “Year of Inflatables,” added an extra layer of fun and excitement.

Joe Snedeker, WNEP’s beloved morning meteorologist, embarked on his 27th annual charity bike ride to benefit St. Joseph’s Center, a vital organization providing services to individuals with intellectual and developmental disabilities in Northeastern and Central Pennsylvania. This year, Joe’s route included a special stop in Freeland, where the community showed up in full force to support the cause.

Key contributions came from the Freeland YMCA, F.A.S.T., Freeland Borough Council, Freeland Recreation Board, Stephen G. Korol Foundation, Our Lady of Immaculate Conception Church, Highland Social Athletic Club, Sons of Erin, Freeland Chamber of Commerce, Dan Ravina, Joanne Korol, and Danny Pope. Special thanks go out to WNEP 16 and Joe Snedeker for choosing to have a stop in Freeland and all attendees who helped make the event a success. We also extend our heartfelt thanks to the Freeland Fire Department for their significant presence.

Joe’s journey, starting in Lock Haven and covering various towns across Pennsylvania, aims to draw attention and funds for St. Joseph’s Center from July 22-26. Each day features live broadcasts and community events, making it a highly anticipated and impactful series of activities.
