      1. Motion to approve the Resolution of the Borough of Freeland, authorizing and ratifying the incurrence of lease obligations in a principal amount not to exceed $116,050.00, to be evidenced by a governmental finance lease agreement with Mauch Chunk Trust Company to which the lessee will pay rental payments in connection with financing the project described below; accepting the lessor’s proposal and authorizing the execution and delivery of the governmental finance lease agreement; covenanting to pay amounts pursuant to such lease and the lessor’s proposal from current revenues, subject to annual appropriation; authorizing and directing the taking of necessary or appropriate actions; including execution and delivery of requisite documents in connection with such lease; and taking related actions.
      2. Motion to advertise the proposed 2025 Freeland Borough Budget
    3. Public Safety
      1. Motion to enter into a 1-year agreement with YCG Inc for speed timing device calibration not to exceed $576.00.
      2. Motion to appoint Kevin Palko to a 4-year term on the Civil Service Commission to expire on 12/31/2027.
      3. Motion to approve the handicap parking request on Ridge Street
      4. Motion to approve the handicap parking request on Johnson Street
      5. Motion to approve the Phlebotomy Policy
    4. Public Works
      1. Motion to accept the Municibid high bid of $__________ for the 2008 Chevy Kodiak
      2. Motion to approve the $10,000.00 quote from All Phaze Roofing for the materials to repair the Public Park Pavilion roof.
      3. Motion to approve the $7,135.00 quote from All Phaze Roofing for the installation of the Public Park roof.
      4. Motion to authorize RDK Engineering Inc to provide PENNVEST Assistance in preparing and submitting the PENNVEST application not to exceed $5,000.00.
      5. Motion to authorize RDK Engineering Inc to provide Design of the Freeland Borough 2025 Storm Water Improvement Project totalling $200,000.00.
    5. Code Enforcement and Zoning
      1. Motion to approve the Resolution of Freeland Borough, Freeland, Pennsylvania, declaring the property located at 185th South St. Freeland, PA 18224, as a health and safety hazard and authorizing enforcement actions to protect the public health, safety, and welfare.
    6. Recreation
      1. Christmas Event Discussion
      2. Motion to grant Bethel Baptist a Temporary Zoning Permit to allow farm animals to participate in their Living Nativity event on Saturday, December 14th from 4:00pm to 9:00pm with the animals being removed within 30-minutes of the end of the event. Rain date December 15th. 
      3. Motion to approve Bethel Baptist Church’s request to close Ridge Street from Walnut Street to Front Street on December 14th from 5:00pm to 8:00pm to host the Living Nativity event. Rain date December 15th.
      4. Motion to approve the Chamber of Commerce request to host the annual Memorial Day Celebration at the Public Park beginning on Friday, May 23, 2025 and continuing through Sunday, May 25, 2025 conditional upon the Chamber providing event insurance listing the Borough as additional insured.
      5. Motion to approve the Chamber of Commerce request to close Front Street from Birkbeck Street to Pine Street on May 24, 2025 from 7:00am – 7:00pm for the Car Show pending PennDOT approval. 
      6. Thanks to Forschner Wireworx and the Freeland Whippets for donating their time and efforts installing new roofing.
